Buying B2B contact data is legal in most markets. What the law governs is how you use it. In the US, CAN-SPAM requires an honest sender, a postal address and a working unsubscribe. In the EU and UK, B2B outreach usually relies on legitimate interest, which you should document, and some countries such as Germany expect prior consent even for B2B cold email. Only if they are verified right before you send. In our study of 383,368 SMTP checks, 23.9% of raw addresses were invalid and 16.7% were catch-all. Send an unverified list and a quarter of it can hard bounce, which is how a new domain lands in spam in its first week. Verify every list, bought or not, before it touches a campaign.
