A direct dial rings the person's own desk line. A mobile rings the phone in their pocket. An HQ line rings reception or a phone menu, and you ask for the person from there. Your tier counts contacts with a direct dial or mobile; a company switchboard alone is not a person's number.

In the US, the TCPA restricts autodialed or prerecorded calls and texts to mobile numbers without prior consent, and the National Do Not Call Registry covers personal numbers, which includes many owners' mobiles. Dial by hand, scrub mobiles against Do Not Call, honor every opt out and check local rules elsewhere (for example TPS and CTPS in the UK). This is general guidance, not legal advice.
